In a strategic push to refine public sector efficiency, the federal government has set in motion a sweeping transfer of civil servants into the Surplus Pool, aligning with its ongoing rightsizing initiative. Guided by the Establishment Division, this transformative action will reshape staffing across numerous departments, including the Federal Board of Revenue (FBR).
The Establishment Division has issued a directive urging all Ministries, Divisions, and Departments to promptly submit details of open vacancies for direct recruitment in a prescribed format. This critical step aims to facilitate the seamless reassignment of surplus personnel throughout government entities.
In response, the FBR has outlined clear instructions for its various units, such as Chief Collectors, Directors General of Customs field formations, Collectors/Directors of Customs, and Collectors of Customs (Appeals/Adjudication). These guidelines stress the importance of submitting accurate data on vacant roles and excess staff.
The FBR has further mandated that Collectorates and Directorates under Chief Collectors or Directors General provide their data directly to the Board. Meanwhile, Collector (Appeals/Adjudication) offices are required to independently forward their reports.
All departments must also gather and submit details on vacancies tied to Direct Quota and Promotion Quota, channeling this information to the Establishment Division for processing.
This initiative underscores the government’s commitment to reforming the public sector, minimizing overlap, and boosting operational effectiveness within federal institutions. As the rightsizing strategy progresses, broader structural changes across ministries and departments are anticipated in the months ahead.
