Five-Year Telecom Strategy Awaits Prime Minister’s Launch

IT Minister Shaza Fatima recently disclosed during a National Assembly committee session that a comprehensive five-year telecommunications strategy has been finalized under the Prime Minister’s directive. This roadmap, coupled with an extended connectivity blueprint reaching to 2030, is expected to be officially launched by the Prime Minister within the coming weeks.

The minister confirmed that groundwork for 5G network deployment is currently underway, marking a significant milestone in Pakistan’s digital transformation journey. In a notable development within the telecom sector, two major operators have completed a merger, signaling industry consolidation.

Rs. 13 Billion Investment in Universal Service Fund Projects

Minister Fatima revealed that the Universal Service Fund (USF) has greenlit projects valued at Rs. 13 billion for the current fiscal year. The standing committee has requested comprehensive details on these initiatives to ensure transparency and effectiveness.

However, the committee chairman expressed concerns about the Pakistan Telecommunication Authority’s (PTA) performance, noting a disconnect between documented achievements and actual on-ground progress. He emphasized the urgent need to conduct the 5G spectrum auction promptly, advocating for a service-quality-first approach rather than focusing solely on dollar-denominated licensing fees.

Addressing Infrastructure Challenges

Committee members raised the persistent issue of power supply disruptions affecting telecom towers nationwide. Minister Fatima pointed to the global trend of telecom tower outsourcing as the most practical solution to these operational challenges. Tower companies and USF officials have been summoned to the next committee meeting to discuss implementation strategies.

IT Park Developments in Major Cities

Karachi IT Park: The project director announced that the Request for Proposal (RFP) has reached its final stage, with the tender expected to be publicly floated by month’s end. Contractor selection will follow shortly, while negotiations with the EXIM Bank continue. Officials anticipate contract finalization within a three-month timeframe.

Islamabad IT Park: Progress on the capital’s IT park has accelerated significantly, with the project director reporting 98% structural completion. Minister Fatima noted that 80% of overall work has been finished, with an impressive 60% accomplished in just the past year. The contractor has boosted workforce numbers to meet the ambitious January 2026 completion target.

The committee chairman has mandated a firm deadline of February 28 for the Islamabad IT Park’s completion, describing it as non-negotiable. Minister Fatima confirmed that the Prime Minister personally monitors the project’s progress through frequent updates.
