The Mobile Virtual Network Operator (MVNO) framework, long delayed, has been finalized and submitted to the federal cabinet for approval. Vetted by the Ministry of Law and Justice, it incorporates feedback from the Ministry of Information Technology and Telecommunication.
Finalization and Cabinet Presentation
Ministry officials confirmed to ProPakistani that the framework is ready for cabinet review, a significant milestone after repeated delays.
PTA’s Framework Development
In June 2024, the Pakistan Telecommunication Authority (PTA) completed the MVNO framework following stakeholder consultations. Key changes include reducing the license fee from $5 million to $140,000 and extending the license term to 15 years to attract new telecom players. The revised draft was sent to the IT Ministry in February 2025, with Law Division feedback integrated by April.
MVNO Operations
MVNOs lease network services from Mobile Network Operators (MNOs) while handling their own branding, marketing, and customer service. They must secure PTA-approved commercial agreements with MNOs. The framework aims to boost mobile services and competition, though delays have stalled progress.
Next Steps
Post-cabinet approval, PTA will accept MVNO applications, initiating licensing and compliance processes. Licenses will be issued upon completion of legal formalities, enabling new entrants to launch services.
Broader Telecom Context
The MVNO framework’s delay aligns with other telecom sector challenges, including the unclear timeline for 5G services, initially planned for June 2025, pending the Telenor-Ufone merger decision by the Competition Commission.
Industry Outlook
Analysts note that the framework’s success hinges on clearing procedural hurdles and implementing broader sector reforms effectively.
