Silver City – The Federal Board of Revenue (FBR) has temporarily suspended its recent directive that raised property valuations across Islamabad, following concerns from real estate stakeholders about inflated rates.
What Happened?
The FBR initially updated property valuation tables nationwide on October 29, 2024, but excluded Islamabad due to an ongoing Federal Tax Ombudsman complaint. Later, on December 8, 2025, the board issued SRO 2392(I)/2025 to establish new fair market values for properties in the capital.
However, the revised valuations didn’t sit well with the real estate community. Multiple Real Estate Associations approached the FBR, arguing that the new tables reflected property values significantly higher than actual market rates in several areas.
FBR’s Response
After reviewing the objections, the FBR acknowledged that some concerns raised by the associations were legitimate. In response, the board announced it would re-evaluate the valuation framework for Islamabad.
The contentious SRO 2392(I)/2025 has been placed on hold until January 31, 2026, or until a revised notification is issued—whichever comes first.
What This Means for Property Owners
During this suspension period, the previous valuation system will remain active. Property transactions in Islamabad will continue to be assessed under SRO 1180(I)/2022 dated July 27, 2022, as modified by SRO 1610(I)/2022 from August 25, 2022.
This development provides temporary relief to property buyers, sellers, and investors who were concerned about increased tax implications from the higher valuations.
